In 1439, the Mayor of London looked to the Abbot of Westminster to supplement
the fresh water he was able to provide for his 50,000 citizens. In that year
the Abbot gave the City of London 'one head of water together with springs to
the north and west of the head in Paddington for a payment of two peppercorns',
a grant that was confirmed by King Henry VI in 1442.
